On July 8, 2024, at the Federation of Trade Unions of Kyrgyzstan, a discussion took place on the Republican tripartite commission regarding the General Agreement between the Cabinet of Ministers of the Kyrgyz Republic, the Federation of Trade Unions of Kyrgyzstan, and employer associations for the period 2022–2024.

The meeting was attended by:

Edil Baisalov – Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic, Zhyldyz Polotova – Minister of Labor, Social Security and Migration, Muradil Dzhumadilde uulu – Chairman of the Federation of Trade Unions of Kyrgyzstan, Cholpon Beishenalieva – representative of the Trade and Industry Chamber, Zhoodar Omoshev – Chairman of the JIA business association, Technical and legal inspectors, as well as local government and departmental specialists.

Greeting the participants, the coordinator of the Republican tripartite commission (RTC), Edil Baisalov, noted that important steps have been taken by the Cabinet to improve the welfare of citizens: increasing employees’ wages, addressing issues of pension insurance, the export of labor resources, and developing a draft General Agreement for 2025–2027.

In turn, Zhyldyz Polotova provided information on the work carried out regarding the General Agreement and the ratification of ILO Convention No. 190. She emphasized that, following Cabinet Resolution No. 151, the amounts of maternity benefits have been increased and efforts are underway to recover unpaid wages.

During his speech, FTUK Chairman Muradil Dzhumadilde uulu informed those present about ongoing work on the digitalization and optimization of the Federation of Trade Unions of Kyrgyzstan, the reorganization of Regional Trade Union Councils into FTUK representations, and the increase in the number of labor and legal inspectors in the federation and across the regions. He explained that technical inspectors are responsible for public oversight of compliance with safe and healthy working conditions, ensuring these conditions are fully reflected in the collective agreements of organizations and institutions, and are dispatched to sites where accidents occur to provide necessary assistance. Trainings and qualification courses for union youth are also being conducted to ensure that all union members receive timely and essential support.

He further emphasized that there are plans to ratify four ILO conventions by the end of the current year. Work is underway to strengthen international cooperation and to enhance close interaction with national trade union centers of the Central Asian countries.

Muradil Dzhumadilde uulu proposed that the Federation of Trade Unions become the secretariat of the Republican tripartite commission, as FTUK’s primary function is the protection of workers’ rights and occupational safety.

Within the commission’s work, Zhoodar Omoshev raised issues regarding the transition from the informal to the formal economy, the organization of a job fair—serving as a platform for both employers and employees—and an analysis of ways to retain workers in the country.

It should be noted that the General Agreement between the Cabinet of Ministers of the Kyrgyz Republic, the Federation of Trade Unions of Kyrgyzstan, and employer associations is a document of public importance. It directly affects the interests of the country’s citizens, who work in various sectors of the economy and social sphere, ensuring the full protection and guarantee of workers’ rights, while also enabling all participants in the agreement to act as genuine partners.
