We, the representatives of trade union organizations, workers, and citizens of the Kyrgyz Republic, gathered at this round table and aware of the importance of ensuring labor rights, social guarantees, and sustainable development for all citizens, adopt the following resolution in support of the idea “For work without violence” and call for actions aimed at:
Observance of Human Rights, Particularly the Fundamental Principles and Rights in the Field of Labor
We affirm that the fundamental human rights and freedoms, including the right to work free from exploitation and violence, are an integral part of social and economic progress. In Kyrgyzstan, it is necessary to strengthen the monitoring of these rights at all levels by ensuring effective mechanisms for protecting workers’ rights in the workplace. Trade unions must continue to actively participate in monitoring the observance of labor rights and in identifying and stopping cases of violence, harassment, and discrimination at work.
Inclusive and Effective Governance
There should be an implementation of an inclusive management policy at all levels of the labor sphere, with training and seminars for organizational leaders. We support the development and implementation of mechanisms that will ensure the participation of workers and their representative organizations in decision-making at enterprises, in government bodies, and in the process of forming the country’s economic policy. The role of trade unions in this process should be reinforced by creating conditions for free and open collective bargaining and by including anti-discrimination rules in collective agreements, internal work regulations, and codes of ethics.
Policy and Strategy That Creates Productive and Freely Chosen Employment
We emphasize the necessity of forming an effective policy aimed at creating conditions for freely chosen, safe, and productive employment. This policy should contribute to improving working conditions, ensuring decent wages, safe workplaces, and social protection. Trade unions play an important role in developing these strategies and monitoring their implementation to prevent any form of discrimination against workers.
Ecology and a Just Climate Transition
We express our commitment to the principles of sustainable development and support the transition to a “green economy” that considers environmental risks and contributes to the creation of environmentally safe jobs across sectors. It is important that in this transition the labor rights of workers are not compromised and that new jobs adhere to the principles of justice and safety, including the creation of conditions to prevent violence, discrimination, and exploitation.
Harmonization of Work and Personal Life
We call for the active development and implementation of internal policies that promote the harmonization of work and personal life, including measures aimed at creating favorable conditions for strengthening families and personal development of workers. Trade unions play a crucial role in protecting workers’ rights to a balance between work and personal life by including provisions in collective agreements that allow flexible working hours for certain employees to harmonize their professional and personal lives.
Democracy in the Field of Labor
We support the ideas of democratizing labor relations and increasing the involvement of workers in managing labor processes. Recognizing the right of workers to participate in collective bargaining, discussions on working conditions, and decision-making processes concerning their interests is a necessary condition for ensuring fair and transparent labor relations. There is a need to strengthen the role of primary trade union organizations in reinforcing social partnership at the organizational level.
Universal Access to Social Protection
We insist that every citizen of the Kyrgyz Republic has access to social protection, including pension provision, medical insurance, unemployment support, and assistance in other difficult life situations. The ratification of International Labour Organization conventions related to the protection of maternity, domestic workers, and others is necessary. Trade unions must actively work on improving social protection and ensuring its accessibility for all workers, regardless of their status, age, or place of work.
Updating Legislation and Improving Control Mechanisms
We call for updating labor legislation in line with modern challenges and needs. The key tasks include the adoption of new norms aimed at combating violence and harassment in the field of labor, as well as the improvement of mechanisms for controlling their observance. There is a need to increase employers’ responsibility for violating workers’ rights, including in cases of violence and harassment in the workplace. Trade unions must play a leading role in the initiative processes of labor law reform and in creating an independent and effective system for monitoring the enforcement of its norms.
In order to ensure labor rights without violence and to create conditions for fair and safe work for all citizens of the Kyrgyz Republic, a comprehensive and systematic effort of all social partners in the field of labor relations—namely the state, trade unions, and employers—is necessary.
As organizations that protect the rights of workers, trade unions must continue to stand guard over the interests of workers, ensuring protection from violence and harassment, as well as actively participating in the development and implementation of labor legislation and social policy.
Only through joint efforts can we create a society where work is truly free, fair, and safe for everyone.
