Central Committee of the Trade Union of Education and Science Workers of the Kyrgyz Republic

The Central Committee of the Trade Union of Education and Science Workers of the Kyrgyz Republic carries out its activities in accordance with the Constitution of the Kyrgyz Republic, the Labor Code of the Kyrgyz Republic, the laws of the Kyrgyz Republic “On Trade Unions,” “On Public Associations,” “On Occupational Safety,” “On Social Partnership in the Field of Labor Relations in the Kyrgyz Republic,” and other laws of the Kyrgyz Republic. It also operates under universally recognized principles and international legal norms, as well as the Charter of the Trade Union of Education and Science Workers of the Kyrgyz Republic.
The Central Committee organizes its work with affiliated trade union organizations based on the principles of democracy, mutual respect, independence, equality, cooperation, and solidarity, while taking into account industry-wide and regional interests.
In its activities, the Central Committee ensures the following:
- the election of all trade union bodies from the bottom up; provides equality of all union members, with voluntary admission and withdrawal;
- ensures that trade union bodies periodically report to their organizations and higher-level trade union bodies;
- maintains internal order;
- promotes transparency at all levels;
- enforces mandatory compliance with the decisions of higher trade union bodies;
- upholds individual responsibility for implementing the decisions and instructions of trade union bodies;
- guarantees equal rights for member organizations;
- and supports solidarity and unity among member organizations in achieving the union’s goals and objectives.
The union’s primary aims are:
- to protect the individual and collective social, labor, and professional rights and interests of its members, focusing on improving their living standards;
- to exercise its representative rights in collegial bodies within the education sector;
- and to raise the quality of life for its members.
Key areas of activity:
— defending the rights and interests of union members before state, public, and other organizations;
— participating in the development of laws and other regulations concerning labor, socioeconomic, and legal interests and freedoms of union members;
— carrying out public oversight in the implementation of occupational safety regulations;
— enforcing labor legislation and the laws of the Kyrgyz Republic “On Education,” “On the Protection of Labor Resources,” and other regulatory legal acts;
— concluding collective agreements and contracts, monitoring their implementation, furthering social partnership, and helping resolve labor disputes;
— organizing health and wellness programs for workers and their children, as well as for students;
— providing training, methodological, and practical assistance to trade union personnel;
— cooperating with public, governmental, and other organizations, as well as with trade unions of other countries, and developing international relations.
Structure of the Central Committee of the Trade Union of Education and Science Workers of the Kyrgyz Republic
The Trade Union of Education and Science Workers of the Kyrgyz Republic is a voluntary, independent association of trade unions in the sector. It coordinates the activities of its member organizations and protects the rights and interests of its members.
Today, the sectoral union is the largest and most representative organization, uniting 3 oblast committees, 40 district committees, and 15 city committees. It has 3,934 primary trade union organizations and 184,003 union members, of whom 166,665 are employed and 17,338 are students and young people.
The highest governing body of the Trade Union of Education and Science Workers of the Kyrgyz Republic is the Congress, which is convened every five years. During the Congress, reports on the work of the union’s central body and the audit commission are presented, executive bodies are elected for the next five-year period, social and labor issues in the sector are discussed, and a program of action is defined that serves as the foundation for the union’s work.
When necessary, the Congress introduces amendments and additions to the Charter of the Trade Union of Education and Science Workers of the Kyrgyz Republic. The Central Committee is the governing body of the sectoral union.
Between congresses, plenary sessions of the Central Committee of the trade union are convened to provide leadership, and a Presidium is elected to coordinate the activities of the Central Committee.
The Central Committee ensures the implementation of the resolutions of congresses, plenary sessions, and presidiums of the trade union.
The union includes 3 oblast committees (Batken, Osh, Jalal-Abad), 5 district and city committees of Naryn Oblast, 4 district and city committees of Talas Oblast, 5 district and 2 city committees of Issyk-Kul Oblast, 8 district and city committees of Chui Oblast, as well as the Bishkek and Osh city trade union committees. It also comprises 20 trade union committees of higher and secondary specialized educational institutions located in Chui, Talas, and Issyk-Kul Oblasts, a unified trade union committee of the National Academy of Sciences of the Kyrgyz Republic, and 12 trade union committees of other institutions.
