History of the Trade Union of Employees of State, Municipal Institutions and Public Service of the Kyrgyz Republic.

In connection with the establishment of the Kirghiz ASSR (November 1926), the II Congress of Trade Unions of the Kirghiz ASSR took place, where the Regional Council was transformed into the Republican Council of Trade Unions (Kirgizsovprof).
The Regional Department of the All-Union Trade Union of Soviet and Commercial Employees was formed in March 1925 and renamed the Republican Department in 1927.
The Trade Union of State Institutions’ Employees was established in 1931 from the subdivided union of Soviet commercial employees, which, by resolution of the II Plenum of Kirsovprof, was divided into two separate sectoral trade unions – for employees of state institutions and for employees of cooperatives and trade.
In 1931-1932 – the Republican Committee of the Trade Union of State Institutions’ Employees of the Kirghiz ASSR, and from 1939 – the Republican Committee of the Trade Union of State Institutions’ Employees of the Kirghiz SSR.
In 1947, upon the liquidation of the trade union of judicial and prosecutorial bodies’ employees, its functions were transferred to the RC of the Trade Union of State Institutions’ Employees.
In January 1956, the trade union of financial and banking employees was liquidated, after which the trade union of state institutions’ employees took them under its trade-union service.
By decision of the I Congress of the Trade Union of State Institutions’ Employees dated 07.09.1990, the Republican Committee was renamed the Central Committee of the Trade Union of State Institutions’ Employees, and by the decision of the II Congress dated 28.09.1995 – into the Central Committee of the Trade Union of Employees of State Institutions and Public Service.
At the IV Congress of the Trade Union, held on 10.08.2005, a decision was made to rename it into the Trade Union of Employees of State, Municipal Institutions and Public Service of the Kyrgyz Republic.
During the years of socialist construction, the trade union of state institutions’ employees, under the leadership of the CPSU Central Committee and the party organization, participated in carrying out socialist transformations, the industrialization of the country, the collectivization of agriculture, the organization and conduct of cultural and mass events, and carried out work on organizing socialist emulation, shock-work, and the Stakhanovite movement.
Today, the scope of the activities of the Trade Union of State, Municipal Institutions and Public Service of the Kyrgyz Republic is quite broad. This includes work within the framework of social partnership, the conclusion of sectoral agreements, collective agreements on cooperation with various organizations and institutions, lobbying for improvements in the legislation of the Kyrgyz Republic, public oversight of compliance with labor legislation, labor protection and safety regulations, informational and propaganda activities, research, health and cultural work, and international cooperation.
Currently, the structure of the industry’s trade union includes 6 regional committees and 48 district and city councils of trade union committee chairpersons.
At present, the Trade Union of Employees of State, Municipal Institutions and Public Service of the Kyrgyz Republic unites more than 49,000 thousand union members in its ranks.
Today, there are 1,092 primary trade union organizations on record, in which 49,140 thousand union members are registered, or the trade union membership stands at 88.3% of the total number of employees in the above-mentioned institutions, which amounts to 55,645 people.
The activities of the Central Committee of the Trade Union are aimed at strengthening the coordination of joint actions by trade union bodies in developing and improving effective forms and methods of work to enhance the living standards of workers and employees in the sector.
