Professional Union of Construction and Building Materials Industry Workers of the Kyrgyz Republic

The Trade Union of Construction and Building Materials Industry Workers of the Kyrgyz Republic has undergone multiple transformations, reforms, and renamings. Thus, by decision of the IV Plenum of the All-Union Central Council of Trade Unions (AUCCTU) and the IX Joint Plenum of the Central Committee of the Trade Union of Communal and Housing Construction Workers of the Kyrgyz SSR, on October 30, 1934, the “Promzhilkomstroitelstvo” Union of Workers was divided into three independent trade unions. As a result, the following were created:
- The Trade Union of Communal and Housing Construction Workers;
- The Trade Union of Heavy Industry Construction Workers;
- The Trade Union of Light and Food Industry Construction Workers.
The date of October 30, 1934, is considered the founding date of the Trade Union of Communal and Housing Construction Workers. Its governing body was the Central Committee, also elected on October 30, 1934. On October 19, 1948, by decision of the XIX Plenum of the AUCCTU, an inter-union conference of trade unions of the Kyrgyz SSR was held, which decided to create the Kyrgyz Republican Council of Trade Unions (Kyrsovprof).
On July 10, 1956, the AUCCTU decided to merge the Kyrgyz Republican Trade Union of Communal and Housing Construction Workers with the Kyrgyz Republican Trade Union of Urban and Rural Construction Workers. From that point on, the newly organized union was called the Kyrgyz Republican Trade Union of Gorselstroy (Urban and Rural Construction) Workers and existed in that form until August 19, 1957.
On August 19, 1957, the Kyrgyz Republican Trade Union of Construction and Building Materials Industry Workers was established by uniting the Trade Union of Gorselstroy Workers and the Trade Union of Building Materials Industry Workers. The governing body of the newly formed union was the Kyrgyz Republican Committee of the Trade Union of Construction and Building Materials Industry Workers.
In 1990, the First Congress of the Republican Committee of the Trade Union of Construction and Building Materials Industry Workers was held, at which a new Charter of the union was adopted. Changes and additions to the Charter were also made by the decisions of the Second Congress in 1995. From that time on, the sectoral trade union has been known as the Professional Union of Construction and Building Materials Industry Workers of the Kyrgyz Republic.
In its activities, the sectoral union is guided by the Constitution and laws of the Kyrgyz Republic. It is not accountable to or controlled by government bodies and economic management agencies, and it is independent of political parties and other public organizations. It bases its relationships with them on equality, mutual respect, cooperation, and consolidation.
On a voluntary basis, the union unites workers employed in design, construction, and the building materials industry at enterprises, institutions, and organizations of any form of ownership and business structure, as well as students of secondary and vocational educational institutions located in the territory of the Kyrgyz Republic.
According to the sectoral committee’s charter, the main task of the Professional Union of Construction and Building Materials Industry Workers is to protect the professional, labor, social, economic, and legal interests of employees and labor collectives.
The union is founded on primary trade union organizations established at enterprises or institutions. The union’s structure also includes oblast-level trade union organizations, whose highest governing body is the conference. At its Plenum, the committee elects a Presidium and determines its operating procedures.
The highest governing body of the Construction and Building Materials Industry Workers’ Union is the Congress, convened by the Republican Committee at least once every five years.
The Republican Committee conducts its work both within the republic and abroad, cooperating and exchanging experience with international partners, and organizing the union’s international activities.
The Construction and Building Materials Industry Workers’ Union collaborates with BWI (the Building and Wood Workers’ International), the International Confederation of Construction and Building Materials Industry Workers’ Trade Unions (“Stroitel” International Confederation of Trade Untions), and the Belarusian Professional Union of Construction and Building Materials Industry Workers.
