Trade Union of Energy and Electrical Engineering Industry Workers of the Kyrgyz Republic

In March 1931, the Trade Union of Electrical Engineering Industry Workers was established for the first time. The harsh working conditions in factories and workshops, as well as inadequate wages, were the primary reasons for creating a trade union in this sector. Workers felt the need to unite and jointly protect their rights.
In the post-war period, rapid development of the national economy was underway, new enterprises were being established, and the economy was actively shifting to a “peacetime” footing. The energy sector was evolving, and electrical engineering industry enterprises were emerging. The expansion and dynamic growth of the sector led to an increase in the number of primary trade union organizations and, accordingly, a rise in union membership. In connection with the transformation of the sector’s structure, in 1955 the Secretariat of the All-Union Central Council of Trade Unions (ACCTU) issued a resolution to dissolve the Electrical Industry Trade Union, naming the Energy Workers’ Trade Union as its successor. In 1997, at a Conference, a decision was made to establish the Unified Trade Organization “Trade Union of Energy and Electrical Engineering Industry Workers of the Kyrgyz Republic.”
Formed from scattered trade union cells, the union went through a challenging period of establishment. It was actively involved in organizing social competitions, promoting invention and rationalization, creating proper working and living conditions for employees, convening gatherings of innovators and production leaders, expanding mentoring programs, facilitating the development of social infrastructure, organizing sports and cultural events, and overseeing health and wellness programs for workers and their families.
The Professional Union of Energy and Electrical Engineering Industry Workers of the Kyrgyz Republic plays an active role in shaping state policy in the fields of labor legislation and employment, including the development of relevant regulations. It carries out public oversight of compliance with occupational safety requirements, labor and employment legislation, and the provision of healthy and safe working conditions for employees. It takes measures to protect workers whenever their labor rights and interests are violated and assists employers in implementing initiatives to improve employee well-being and address social issues.
The union engages actively in international activities and is a member of the International Association of Trade Unions “Electroprofsoyuz.” It has also entered into partnership agreements with energy workers’ trade unions of Turkic-speaking countries.
Leaders of the Trade Union of Energy and Electrical Engineering Industry Workers of the Kyrgyz Republic
Asankulova Sapiia Asankulovna, born on January 24, 1937, graduated from the Frunze Polytechnic Institute in 1964 with a degree in electrical and mechanical engineering, and in 1981 from the Institute for the Advanced Training of Managerial Staff under the Ministry of Energy of the USSR.
She began her career in 1964 as an engineer in the production and technical department of the Almadykskiye HPP (hydropower plant) cascade. She worked as an energy sales engineer, head of the subscriber service, sales department, and energy inspection at Energonadzor (Energy Supervision).
From 1983 to 1986, she served as Chair of the Energy Workers’ Union. In 1986, she was appointed Director of Energonadzor and Deputy Director for Sales at the Bishkek PЭС (Power Grid). Asankulova S.A. made a significant contribution to the development of Kyrgyzstan’s energy sector and was honored with state awards and honorary certificates. She holds the title “Honored Energy Worker of the CIS.”
Sultamuratov Asankan Sultamuratovich, born on January 1, 1936, graduated from the Frunze Polytechnic Institute in 1959 with a degree in electrical engineering. He began his career as a control panel operator at the Alamedin District HPP 5–6, later held various engineering positions, and also headed district power grids. From 1973 to 1986, he served as Director of the Chui Electrical Grid Company. From 1986 to 2017, he was Chairman of the Republican Committee of the Energy Workers’ Trade Union and Electrical Engineering Industry Workers’ Union. Sultamuratov A.S. made a substantial contribution to the development of Kyrgyzstan’s energy sector and its trade union movement and was repeatedly honored with state awards and honorary certificates. He holds the title “Honored Energy Worker of the Kirghiz SSR.”
Osmonov Shamil Kanatovich, born on September 9, 1955, graduated from the Energy Faculty of the Frunze Polytechnic Institute in 1981. After graduation, he worked as Head of the Electrical Shop and Chief Power Engineer at the Jalal-Abad Building Materials Plant. In 1996, he graduated from the Law Faculty of the Kyrgyz State National University with a specialty in “Lawyer-Manager.”
From 1982 to 2016, he held various leadership positions, including Deputy Director of the Building Materials Plant, Director of the Jalal-Abad Tobacco Fermentation Plant, General Director of TKK “Interagro,” President of JSC “Zhüzüm Sharap,” First Deputy General Director of the State Alcohol Company “Kyrgyzalko,” Director of the Bishkek Distillery JSC, Deputy Director of the Chui Power Grid, Deputy General Director of OJSC “Elektricheskiye Stantsii,” Deputy General Director and General Director of OJSC “Severelectro,” Deputy Director and Advisor to the Director at the Bishkek CHPP.
In 2016, he was elected Chairman of the Republican Committee of the Energy Workers’ Trade Union and Electrical Engineering Industry Workers’ Union of the Kyrgyz Republic. He made a significant contribution to the development of the energy sector and other industries in Kyrgyzstan, as well as to the country’s trade union movement. He has been awarded state and departmental honors.
Itikeev Lyailyakbek Turgunbekovich, born on October 17, 1959, graduated from the Energy Faculty of the Frunze Polytechnic Institute in 1981. From 1981 to 1984, he worked as an engineer and senior engineer at the Talas Power Grid. In 1984, he was called up for service in the USSR state security agencies and now holds the rank of Colonel in Reserve. In 1986, he graduated from the Moscow Higher School of the KGB of the USSR named after F.E. Dzerzhinsky. From 1993 to 2013, he served in leadership positions at the Ministry of National Security and the State Committee for National Security of the Kyrgyz Republic. From 2013 to 2024, he was Advisor to the Director of the Bishkek CHPP, a member of the Board of Directors of OJSC “Severelectro,” a member of the Board of Directors of OJSC “Naryn SGEM,” and a Legal Inspector for the Republican Committee of the Energy Workers’ Trade Union and Electrical Engineering Industry Workers’ Union. In January 2024, he was elected Chairman of the Republican Committee of the Energy Workers’ Trade Union and Electrical Engineering Industry Workers’ Union of the Kyrgyz Republic.
He has received state and departmental awards. In 2013, he was awarded the title “Outstanding Citizen of Talas Oblast.”
