Trade Union of Healthcare Workers of Kyrgyzstan
The history of the professional movement of medical workers is closely linked to the development of healthcare in the USSR, when the Kyrgyz SSR was part of the union of Soviet socialist republics. The first Trade Union of medical workers—the union of pharmacists—was created in Russia in 1905. Subsequently, other categories of medical workers also organized Trade Unions. The unification of scattered trade unions took place in 1949 at the first All-Union Congress of the Medical Workers’ Trade Union.
Over the years, the Medical Workers’ Trade Union underwent significant restructuring of its established organizational frameworks. Democratic principles in the sectoral trade union movement provided a real foundation for orienting all union activities toward serving the interests of union members, accounting for their group and individual characteristics, discarding the principles of democratic centralism, lifting rigid regulations on their activities, and eliminating imposed external functions.
In 1990, the Medical Workers’ Trade Union of the USSR was among the first sectoral unions to adopt a federal principle of organizational structure, deciding to establish independent sectoral trade unions in each union republic. Consequently, in 1994–1995, the Trade Union of Healthcare Workers of the Kyrgyz Republic (hereafter TUHW of Kyrgyzstan) was formed in Kyrgyzstan. In accordance with the legislation of the Kyrgyz Republic, this union was registered for the first time by the justice authorities on April 4, 1996.
Today, TUHW of Kyrgyzstan encompasses around 300 member organizations with a total membership of about 70,000 people. Its structure includes:
- central office,
- oblast committees,
- and primary member organizations.
Since 1992, the TUHW of Kyrgyzstan has been a member of the International Confederation of Healthcare Workers’ Unions, which unites more than 11 independent states and approximately 5 million trade union members. On November 10, 2021, the Council of Healthcare Workers’ Trade Unions of Central Asian countries was established, and the Chairperson of TUHW Kyrgyzstan is part of this body.
The first Charter of TUHW of Kyrgyzstan was adopted in 1993–1994. A new version was approved at the Second Congress of TUHW of Kyrgyzstan on September 15, 1995, and it remains in effect until September 2024. In 2024, at the Eighth Extraordinary Congress of TUHW of Kyrgyzstan, a new Charter was adopted. The main reasons for revising the Charter included the following:
- the need to align it with the newly adopted Charter of the Federation of Trade Unions of Kyrgyzstan (from March 2024),
- bring it into compliance with current legislation (as the existing Charter dates back to 1995), resolve conflicts between its chapters and articles,
- and develop separate standard provisions for primary trade union organizations, regional committees, and the audit commission.
