In the system of social protection for workers, occupational safety holds a special place in the work of the Federation of Trade Unions of Kyrgyzstan.

On April 28, 2022, the Ministry of Labor, Social Security and Migration of the Kyrgyz Republic and the Federation of Trade Unions of Kyrgyzstan signed a bilateral Agreement on Mutual Cooperation in the Implementation of State and Public Control over Compliance with the Labor Legislation, Occupational Safety, and other normative legal acts containing provisions of labor law. This became the basis for establishing close cooperation between the Service for the Control and Supervision of Labor Legislation under the Ministry and the Technical and Legal Labour Inspection of the Federation of Trade Unions of Kyrgyzstan.

The Technical Labour Inspection is an authorized representative body of the trade union, established to carry out union public control over employers’ compliance with occupational safety legislation. It conducts its activities in accordance with the Labor Code of the Kyrgyz Republic, the Law of the Kyrgyz Republic “On Occupational Safety,” the “Regulation on the Technical Labour Inspection of the Federation of Trade Unions of Kyrgyzstan,” and the job descriptions of the FTUK labour inspectors.

The FTUK Technical Labour Inspection coordinates the activities of the republican sectoral technical labour inspections of trade unions that are subordinate to the respective trade union bodies. These inspections operate in accordance with the Regulation “On the Technical Labour Inspection of the Trade Unions of Kyrgyzstan dated 05.09.2017 No. 42-3.” They are independent, decide on the organization of their work, determine their structure, staffing, salary supplements, and other types of social and welfare provisions, establish procedures for their employment and dismissal, and specify their rights and responsibilities in carrying out the functions assigned to them in accordance with the specifics of their industry.

Technical and Legal Labour Inspection
Actively interacting with state supervisory bodies, it carries out public control over the observance of safe and healthy working conditions and promotes their more comprehensive inclusion in collective agreements of organizations and institutions. It is important to note that the Technical Labour Inspection actively participates in the development and implementation of a social legislative framework, conducted as part of the inventory of draft laws of the Kyrgyz Republic, and represents the Federation of Trade Unions of Kyrgyzstan. A significant volume of work carried out by the Technical Labour Inspection is associated with reviewing statements, complaints, and appeals by workers on issues related to compliance with labor law in the field of occupational safety. In six months, the inspection reviewed 177 written appeals and calculated compensation for damages amounting to 80,000,000 soms.
